Reorder desktop TabPanel tabs in the visual designer

Allow tabs in a desktop TabPanel to be reordered from the visual designer's Inspector, using the same vertical-dot drag handle available for Web TabPanels. Moving a tab should move its caption and all controls it contains together, keep the same logical tab selected, and support undo and redo. The new order should persist after saving and reopening the project and be reflected in the running application.
