Add Control.SetBounds to set a control's position and size in a single call

Desktop apps that move and resize controls in code — custom-drawn UI frameworks, re-anchoring controls while a window resizes, or drag-style interactions — currently have to assign Left, Top, Width, and Height separately. Each assignment reaches the UI as its own separate operation, so a combined move-and-resize passes through intermediate states and the control visibly bounces or jitters, especially when several controls are repositioned during a live window resize.

Add a Control.SetBounds(Left As Integer, Top As Integer, Width As Integer, Height As Integer) method that applies all four values in a single update, so the control moves and resizes in one visual step with no intermediate layouts.
