Drop the public beta label from Web projects

Web projects have shipped across many releases and are no longer accurately described as a public beta. Drop the beta label from Web projects: remove the BETA badge from the Web category in the New Project dialog and remove the public-beta callout from the Web projects documentation. This signals that Web projects are a stable, fully supported project type.
