Public summary
When a solution references an exact plugin package and the Plugin Library has the same package id and version installed but with different content, Studio reports the package simply as "(missing from Library)". A user who has that version installed concludes that resolution is broken, when the actual state is "installed with different package bytes; this solution requires a different build of that version".
Expected behaviour: distinguish the two cases in the missing-package surfaces - the Navigator label and the missing-package notice - for example "1.0.1 is installed with different package bytes; this solution requires archive hash …". The plugin author's guidance is then obvious: publish and install the exact build (in practice, bump the version for every rebuilt package).
