Public summary
When running, testing, building, publishing or profiling is blocked because a project needs a plugin package, the block message names the packages and their required archive hashes but says only that they are "missing from your Library". A developer who has the same version installed, built from different bytes, is told the package is missing even though the real remedy is to install the exact build of that version.
Expected behaviour: the block notice and the build error carry the same distinction introduced for the open-time notice and Navigator label, naming which packages are not installed, which are installed with different bytes, and which installed copy is damaged, together with the archive SHA-256 the solution requires.
