Add a responsive NavigationBar control for Web pages

Add a NavigationBar control to Web pages so developers can build responsive application navigation without assembling it from individual controls.

The control should support a brand caption and optional link, named navigation items, dropdown submenus, separators, system symbols, a current-page indicator, optional sticky positioning, and a hamburger panel when space is limited. Items should be editable in the Web designer and changeable from Objo code. Each action item should have its own Pressed event, making navigation between Objo WebPages straightforward.

Ordinary URL items should preserve normal browser link behaviour, including opening links in another tab. The control should work with touch, keyboard navigation, screen readers, and the application's light or dark theme.
