Optional C# runtime backend for Command Line applications

Add an optional C# runtime backend for Command Line applications to improve the performance of built apps while preserving the same Objo language behaviour. Keep the existing Run, Debug, Test, Profile, Build and Publish workflow, and deliver a single self-contained executable without additional end-user installations. The interpreter remains supported and is initially recommended.
