Allow external input paths in the Plugin SDK

Allow Plugin SDK authors to package native libraries and other input files from shared directories outside the folder containing plugin.json, using parent-relative or absolute paths. This supports collecting platform binaries from multiple build machines without copying them into each wrapper project.
