Add Locale and localisation support

Users need Objo apps to understand the current operating system/user locale so they can choose localised resources and present dates, numbers, and currency in a familiar format. Add a Locale runtime surface, explicit locale-aware formatting/parsing overloads, and project string resources so developers can build localised apps without hand-rolled culture checks.
