Standardise mouse events across UI controls

Standardise mouse events across visual UI controls so desktop controls consistently support pointer movement, dragging, and mouse-wheel handling where those events make sense. This should make controls such as ScrollBox, Button, Label, ContainerControl, and other Control subclasses behave consistently with Canvas for common mouse interaction workflows.
