Allow rearranging and closing open IDE tabs

Users should be able to rearrange open IDE tabs by dragging them into their preferred order. The Solution tab must remain pinned at the far left and always present. Tabs should also offer a contextual menu with actions to close the clicked tab and close all other tabs, while preserving the Solution tab.
