Toolbar Designer commands now use compact semantic system icons

The Toolbar Designer command strip now uses a native command bar with compact, distinct semantic icons for toolbar properties, buttons, toggles, menus, split buttons, separators, fixed and flexible spaces, deletion, and reordering. Commands align to the leading edge, retain concise labels, and overflow cleanly when the editor is narrow.
