Debugger controls now use a native command bar with standard icons

The debugger controls now use Avalonia’s native command bar with clear standard icons for continue, pause, stepping, stop, variables, and watchpoints. Variables and Watchpoints are integrated toggle commands aligned to the right, with flexible separation from the execution controls, and the bar can overflow cleanly in narrower debugger panels.
