AI conversations now run independently of the chat interface

AI conversations should continue to stream, use Studio tools, and report clear completion states while running independently of the chat interface. This separation makes responses more consistent, keeps permissions fixed for each message, and allows the conversation harness to be tested without opening Studio UI state.
